(There is a bit of hiss on the recording, but all in all it is quite enjoyable, considering it's from 1964)

The first 9 tracks are Art Garfunkel trying out some classics (vocal only) and trying to dub himself onto tape. 
The rest is from the bootleg known as Chez which Paul Simon recorded for his then girlfriend Kathy who lived in London and whom he met during his stay there, just before Sounds Of Silence became a hit. This is like a taped letter for her. Art is helping out on some songs...

It's a quite funny bit of history...

Tracks 1-9: Art Garfunkel acapella vocal practice tape.  Some tape hiss, but overall good quality.
Tracks 10-27: From a tape Paul Simon made and sent to his girfriend at the time, Kathy.  This recording also circulates under the name 'Chez'.
There is considerable tape hiss throughout the entire Paul Simon tape, and the volume level was very low.  I used Soundforge to normalize the volume of tracks 10-27.

P.S. This one was uploaded on DIME (2006-12-07) by bobdulla. In the description there was no lineage. But the files he uploaded contain an EAC extraction logfile from 20. January 2005 which is also seeded with this torrent.
